The average age of Aboriginal people in Saskatchewan continues to be significantly lower than for non-Aboriginals - in 2006, 55 per cent of Aboriginal people were under the age of 25 compared with 31 per cent of the non-Aboriginal population. Gaming Trusts and Grants Community Development CorporationsCommunity Development Corporations (CDCs) were created under the 2002 Gaming Framework Agreement signed between the Federation of Saskatchewan Indian Nations (FSIN) and the Government of Saskatchewan. Saskatchewan First Nations and Métis Relations ensures funding is received by the CDCs equivalent to 25% of the net profits of the on-reserve casinos operated by the Saskatchewan Indian Gaming Authority. The CDCs consider applications for funding from First Nations and non-First Nations organizations located in communities surrounding each casino for initiatives in the following areas: economic development, social development, justice initiatives, educational development, recreational facilities operation and development, senior and youth programs, cultural development, community infrastructure development and maintenance, health initiatives, and other charitable purposes.
